US stops training some Afghan forces after attacks

KABUL, Afghanistan (AP) ? The U.S. military has suspended training of some Afghan forces while the Americans review the process of vetting new recruits following a spike in deadly attacks on international troops last month, officials said Sunday.

There have been 34 attacks by Afghan police or soldiers on their international allies so far this year ? at least 12 in August alone. The members of the Afghan security forces have killed 45 international troops, putting intense strain on the relationship. The attacks have complicated a key pillar in the plan for the U.S.-led coalition to withdraw by the end of 2014 ? training Afghan forces to take the lead in securing their own country.

Lt. Col. Todd Harrell, a spokesman for U.S. special operations forces in Afghanistan, said the Americans have halted training for at least a month of about 1,000 trainees of the Afghan Local Police (ALP), a government-backed militia that is under the authority of the national police but operates independently. He said the Americans are redoing background checks on the Afghans.

"The training of the ALP recruits has been paused while we go through this re-vetting process to take a look at this process to see if there's anything that we can improve," Harrell said. "It may take a month. It may take two months. We don't know."

The United States and its allies have been training the Afghan army and police so that they can gradually take over security for the country by the end 2014. They hope to have about 350,000 Afghans trained and ready by the end of the year, and gradually have been putting them in the lead for security in parts of Afghanistan since last year.

Coalition authorities have said about 25 percent of this year's insider attacks had confirmed or suspected links to the Taliban. The militants have sometimes infiltrated the ranks of the Afghan army and police and in other cases are believed to have coerced or otherwise persuaded legitimate members to turn on their coalition partners.

The international forces in Afghanistan have been revisiting both security for their forces and re-examining the backgrounds of the Afghan forces in the wake of the recent attacks on international troops. The coalition has already been re-vetting Afghan soldiers returning from leave.

U.S. special operations forces are responsible for the 16,000-strong ALP and decided to stop training the new recruits among them while re-vetting them. The ALP already in the field, who have already been trained, will continue to operate as normal, Harrel said. The government will also keep recruiting new members, he said.

Col. Tom Collins, a spokesman for the international military coalition in Afghanistan, also said there was no set date to resume training of the ALP.

The pause in training was first reported by the Washington Post.

Harrell also disclosed for the first time on Sunday that the Americans last month suspended operations by the Afghan special forces last month to re-vet those soldiers for any potential ties to insurgents or any other indications that they might turn on their allies. He said the suspension lasted less than two weeks and that the forces have since resumed operations.

Harrell said he was not aware of any Afghan troops who were suspended or flagged for monitoring in that round of re-vetting.

The Post also reported that training of special operations forces had been halted. But a spokesman for the NATO training mission in Afghanistan, or NTM-A, which oversees this training, said there has been no such pause.

"There has been no halt in training with NTM-A assets as they relate to special forces," said Maj. Steve Neta of the Canadian military. He also said no other training programs involving the traditional military or police have been halted for re-vetting.

The head of the Afghan special operations forces, Brig. Gen. Sayed Abul Karim, confirmed there has been no pause to the training of his forces. The program to train Afghan special operations forces had already been on break for the Muslim holy month of Ramadan, which ended in late August, and had been scheduled to restart in mid-September.

"It will continue," he said, adding it has not been halted. "After the 15th of September, we restart," he added.

The most recent insider attack took place last week when an Afghan army soldier turned his gun on Australian soldiers, killing three of them and wounding two, the Australian military.

Afghan President Hamid Karzai's office condemned an operation by international troops to catch the shooter, describing it as unilateral. He alleged it resulted in the deaths of two civilians ? a 70-year-old man his 30-year-old son. Karzai's office said in a statement late Saturday that the operation took place without the coordination or approval of provincial authorities and violated an agreement that calls on Afghan troops to lead night raids.

Night raids have been a contentious issue between Afghan and international forces because the Karzai administration insists that they often end up killing civilians and antagonize the population, while the international coalition has maintained that they are necessary for rooting out insurgents. The U.S. military has struck an agreement to put Afghans at the head of its operations in villages, but there is no such agreement for the entire international coalition.

The international military alliance responded by saying that Afghan officials approved and supported the strike.

In a related incident, NATO said it arrested a Taliban insurgent who was responsible for the May 12 shooting of two members of the British military in Lashkar Gah, the capital of Helmand province in the south.

At the time the man was a member of the Afghan police. An accomplice was shot and killed at the scene. The man, who was not further identified, was arrested along with another suspected insurgent on Aug. 30 in the Hisarak district of eastern Nangarhar province.

Iran makes little headway on key nuclear equipment

VIENNA (Reuters) - Iran may have doubled its uranium enrichment capacity in an underground facility but it seems to be struggling to develop more efficient nuclear equipment that would shorten the time it would need for any atom bomb bid, experts say.

Iran's progress - or lack of it - in deploying a new generation of enrichment centrifuges is closely watched by the West as it could allow it to produce potential weapons-grade material much faster. Tehran denies this is its aim.

"Iran appears to be continuing to encounter problems in its testing of production-scale cascades of advanced centrifuges," a U.S. think-tank, the Institute for Science and International Security (ISIS), said.

Cliff Kupchan, a Middle East analyst at consultancy Eurasia Group, said: "I note that the real game-changer, the advanced centrifuge program, still seems to be failing."

Tehran says it is refining uranium to fuel a planned network of nuclear power plants so that it can export more of its oil and gas. The United States and its allies accuse it of a covert bid to develop nuclear bombs.

Iran has sharply increased the number of centrifuges it has in the fortified Fordow bunker, a U.N. report said on Thursday, showing Tehran has continued to expand its nuclear program despite Western pressure and the threat of an Israeli attack.

Iranian lawmaker Kazem Jalali said the report's publication during a meeting in Tehran of developing countries was politically motivated, the ISNA news agency reported.

The IAEA report also said buildings had been demolished and earth removed at a military site it wants to inspect. The West believes Tehran is removing evidence of illicit nuclear-linked tests, but Foreign Minister Ali Akbar Salehi said "such things cannot be cleaned up or removed," ISNA quoted him as saying.

The quarterly IAEA report may strengthen a belief in Israel - which sees Iran's nuclear program as a threat to its existence - that the West's tougher economic sanctions against Tehran this year are failing to make the major oil producer curb its program.

But the International Atomic Energy Agency (IAEA) report said the newly-installed machines, which are not yet operating, were all so-called IR-1 centrifuges - a 1970s-vintage model which has been prone to breakdowns in the past.

Iran has for years been trying to introduce centrifuges with several times the capacity of the IR-1 version it now uses for the most sensitive part of its atomic activities.

If it eventually succeeded in deploying the newer models for large-scale enrichment, it could significantly reduce the time needed to stockpile refined uranium, which can be used to generate electricity or, if processed much further, nuclear explosions.

LIMITED IRAN KNOWLEDGE

But it is unclear whether Tehran, subject to increasingly strict international sanctions, has the means and components to make the more sophisticated machines in bigger numbers.

The U.N. Security Council has long called on Iran to suspend uranium enrichment and Tehran's failure to comply has earned it four rounds of sanctions, as well much tougher U.S. and European Union measures that take direct aim at its biggest export, oil.

Marking a potential step forward, Iran last year started installing more IR-4 and IR-2m models for testing at a research and development site at its enrichment facility near the central town of Natanz.

But the IAEA report suggested it was not making major progress, saying it was "intermittently" feeding uranium gas into these machines. In addition, the U.N. agency said Iran had yet to install three other models which it had said it would.

The IAEA report "confirms that those machines are still not ready for full-scale use," the Arms Control Association, a U.S.-based research and advocacy group, said.

The IAEA, which regularly inspects Iran's declared nuclear sites, has little access to facilities where centrifuges are assembled and the agency's knowledge of possible centrifuge progress is mainly limited to what it can observe in Natanz.

Tehran often trumpets technical advances in its nuclear program, including the development of new centrifuges - machines that spin at supersonic speed to increase the concentration of the fissile isotope in uranium.

Early this year, President Mahmoud Ahmadinejad said Iran had a "fourth generation" centrifuge that could refine uranium three times faster than previously.

"Given the time taken for R&D (research and development) on Iran's second-generation machines, it is probably quite some time before Iran is ready to use these additional models," the Arms Control Association said in reference also to plans for even more sophisticated machines known as IR-5, IR-6 and IR6s.

Pentagon considers legal action against SEAL

The general counsel of the Defense Department, Jeh Johnson, wrote in a letter transmitted to the author that he had signed two nondisclosure agreements with the Navy in 2007 that obliged him to "never divulge" classified information.

"This commitment remains in force even after you left the active duty Navy," Johnson wrote. He said the author, Matt Bissonnette, left active duty "on or about April 20, 2012," which was nearly one year after the May 2011 raid.

By signing the agreements, Bissonnette acknowledged his awareness, Johnson wrote, that "disclosure of classified information constitutes a violation of federal criminal law." He said it also obliged the author to submit his manuscript for a security review by the government before it was published. The Pentagon has said the manuscript was not submitted for review, although it obtained a copy last week.

Johnson said that after reviewing a copy of the book, "No Easy Day," the Pentagon concluded that the author is in "material breach and violation" of the agreements.

The book is to be published next week by Penguin Group (USA)'s Dutton imprint. The Associated Press purchased a copy Tuesday.

Johnson addressed his letter to Mr. "Mark Owen," using quotation marks to signify that that this is the author's pseudonym. His real name is Matt Bissonnette.

Bissonnette referred requests for comment about the letter to his publisher, which was not immediately available.

"I write to formally advise you of your material breach and violation of your agreements, and to inform you that the department is considering pursuing against you, and all those acting in concert with you, all remedies legally available to us in light of this situation," Johnson wrote.

The Pentagon has not revealed how it got a copy of the book.

Johnson noted that "copies of the book have apparently already been released." He added, "further public dissemination of your book will aggravate your breach and violation of your agreements."

The Pentagon did not release copies of the nondisclosure agreements that it said Bissonnette had signed in 2007. A spokesman, Army Col. Steve Warren, said they were being withheld because they include the author's real name and his signature.

In his book, Bissonnette wrote that the SEALs spotted bin Laden at the top of a darkened hallway and shot him in the head even though they could not tell whether he was armed. Administration officials have described the SEALs shooting bin Laden only after he ducked back into a bedroom because they assumed he might be reaching for a weapon.

Military experts said Wednesday that if Bissonnette's recollection is accurate, the SEALS made the right call to open fire on the terrorist mastermind, who had plenty of time to reach for a weapon or explosives as they made their way up to the third level of the house where he hid.

With the back to school season upon us, kids aren?t the only ones having to haul huge backpacks around. Here?s how to carry a heavy bag (from messenger bags, to totes, to double-strappers) without needing a trip to the physical therapist (or worse).

Carry That Weight ? The Need-to-Know

Bags were a huge boon to early humans. Then, and now, they allowed us to carry more with less effort. Sure, this was helpful for collecting wood or food But ?backpacks? were a pain, meant for burdensome lifting or industrial use. It wasn?t until the 1950s when avid hiker Dick Kelty developed a lightweight but sturdy bag meant for civilian use that they became a pain for the rest of society. Since then, bags of all shapes and sizes have become a staple of everyday life with ergonomic designs and fancy straps and doodads to make them ?easier? on our backs. One 2001 study estimated 40 million American children carried backpacks to school. Smaller bags are just as ubiquitous for young professionals who might need to carry essentials to work like a laptop (guilty), gym clothes (guilty), cosmetics (not so guilty), and more. That extra weight can mess with posture and cause intense pain ? especially when taken for long hauls.

If we can?t avoid the heavy stuff, what?s the best way to carry our poor, over-stuffed bags with ease?

Take a Load Off ? Your Action Plan

The bad news is that the best way to carry a heavy bag is to not carry a heavy bag. Lighter loads put less stress on the carrier and minimize all sorts of problems like changes in posture to the cranio-vertebral angle (neck) and spinal lordosis angle (small of the back)[]. And it?s not just kids: Adults are just as susceptible to back problems (including scoliosis and kyphosis) from carrying heavy loads, with many of those problems stemming from back injuries suffered at an earlier age[][].

Even though young ?uns are more susceptible to bag-induced pain, there are some simple tips to make sure that even the heavier loads (and older legs) can carry on:

  • Only carry 15 percent of bodyweight (at most). When carrying a heavy bag, try to keep the load capped at 15 percent of the carrier?s total bodyweight, with a recommended limit of 10 percent[][]. So, for a person weighing 145 pounds, aim for a bag weighing around 21 pounds, at most. Anything heavier significantly alters posture and can lead to longer term spinal problems.

  • Place heavier objects on the bottom. Neck straining? Try keeping most of the load low in the bag. One study found that low load placement caused fewer changes in posture and spinal curvature. It also made carrying the bag (relatively) easier for middle-school aged children[]. Taking breaks (where possible) will also reduce strain. If heavy loads are unavoidable, aim to strengthen core and back muscles to help shoulder the load. This will help keep the spine from twisting and promote better posture.

  • Use two straps. One study found that the neck, not the back, was the weak point for carrying loads. To help, try using a bag that has two straps instead of one to help correct posture and more evenly distribute weight[]. The same study found that women were more prone to pain as were people who spent a large amount of time sitting. If one-strapping is the only option, try to periodically swap sides.

  • Even everything out. When packing a bag, try to distribute the weight evenly to avoid postural stress. One study found that an evenly weighted bag decreased lateral spinal motion when ascending and descending chairs[]. Asymmetrical bags (for example, totes and messenger bags) should follow the same principles but weigh no more than 10 percent of the carrier?s weight to reduce injury.

  • Keep it all close to the body. Weight is just one of two factors that can lead to injury. ?Postural sway? is the amount of torque and tension placed on the spine by a heavy load. Carrying a bag closer to the body will reduce the amount of sway and stress placed on the spinal muscles[].
