Google Chrome 19


The Chrome versions just keep coming, each with new security and stability fixes, and if we're lucky, Google throws us a bone in the shape of a new end-user feature. With Chrome 19, you can now sync tabs among all the computers and devices you run Chrome?as long as you're signed into a Google account (assuring that Google is aware of your every move on the Web). Though this is small potatoes, Chrome remains your best Web browser, thanks to blazing speed, and ground-breaking features.? It boasts unique features like Chrome Instant, built-in Flash and PDF display, leading Web standards support, and a minimalist application window that lets Web pages shine unimpeded.

Previous versions had more to show. In Chrome 18, Google extended hardware acceleration to works with more hardware and extended 3D WebGL graphics support to older computers, such as those running Windows XP.

An overriding theme for Google and its Web browser? "instant." First, there was Google Instant, by which Web search results start appearing as soon as you start typing in the Google search box. Then came Instant Pages, in which Chrome tries to guess which link you're likely to click on next, and preload that page in the background. Another "instant" feature, pre-loads the first-proposed autocomplete site in the background when you start typing in the browser's address bar, so that it springs into view instantly when you click on the auto suggestion's entry.

Chrome 17 added a new security protection, taking a page from Internet Explorer's SmartScreen Application Reputation protection. This extra layer warns you when you're about to download a file (especially a program file) from a known malware-distributing site.

As it increases in popularity, Google Chrome is becoming more and more a conduit for Google's Web services. The new tab page is tweaked to give more prominence to the Chrome Web app store. The competition?Firefox 9 (Free, 4 stars), Internet Explorer 9 (Free, 4 stars), Safari 5.1 (Free, 4 stars), and Opera 11.60 (Free, 4 stars)?still struggles to equal Chrome's Spartan user interface, speedy operation, and emerging standards support.

Chrome boasts all the Web browser tools we've come to expect: bookmark syncing, a built-in PDF reader, and extensions. The browser's fine design, compatibility, and especially the speed have impressed the Web community enough to make Chrome the fastest growing browser in terms of market share. On this measure, it's got anywhere from 19 to 33 percent, depending on whose numbers you believe. Let's take a look at what makes this browser so special.

Swift Setup
Even the setup process shows Chrome's commitment to speed: Just click the Install button on the Chrome Web page, and you'll have the browser up and running in less than a minute, with no wizard to go through and no system restart. The browser's available for Mac OS X and Linux, as well as Windows. It also updates itself automatically in the background.

Starting with version 17, a change in the first-run appearance of the browser occurred. You still saw a generous dialog box giving you the option to use Bing, Google, or Yahoo as your search engine, but the first view of the browser window asks you to sign into a Google account. This doesn?t change the behavior of the browser, but it does show Google?s increasingly solipsistic view of the Web, and raises concerns about browser tracking. On the plus side, it does give you the benefit of being able to sync your different browser settings and bookmarks on different computers (more on this later).

Chrome Instant Pages
Not to be confused with Chrome Instant (see below) or Google Instant (which works on all browser to load Google search results as you type), Chrome Instant Pages requires both Chrome and a site that supports the feature. Of the latter, there is now just one important one: Google Search. The idea is that when you perform a search in Google, the browser will pre-load the page for the result link you're most likely to click on.

In several tests on a slower Wi-Fi connection, however, I only noticed an occasional improvement for simple pages. It seemed only to work for the first result link. Heavy multimedia sites still took their time to load. On a very fast wired connection, some page result were extremely fast, but in that case, you don't really benefit from pre-loading. I saw a definitely faster load for grainger.com than in Opera on the same connection. The idea makes a lot of sense though, particularly for multipage articles, where it's most likely that the next link you'll hit is the one labeled "Next."

The only drawback: If the site guesses your next click wrong, page load could be slower than without Instant Pages, and you'll have wasted bandwidth loading a page you never visited. But this is a technique that's been done using JavaScript or HTML and CSS for years, so I'm not sure why we need a browser-specific solution to preloading pages, but Instant Pages does have the ability to load outside sites, rather than just pages of your own. If you don't like the idea of your browser loading pages before you click on a link, you can turn off the feature in the Under the Hood section of Options (accessible from the wrench icon), and uncheck "Predict network actions to improve page load performance."

Built-in Flash and PDF Support
Chrome is the only browser to come with Adobe Flash built in, rather than requiring a separate (and annoying) installation. And not having to perform the frequent required updates of the Flash plugin separately is another boon?it updates automatically with the browser. With version 10, many of the security issues with Flash (famously bemoaned by Apple's Steve Jobs) went away, thanks to running the plugin in an isolated sandbox so that it doesn't have access to critical system areas.

Chrome boasts a PDF reader as well, so you don't have to worry about installing any Adobe plugins for viewing specialized Web content. When you load a PDF, an intuitive toolbar shows when your mouse cursor is in the southeast vicinity of the browser window. From this, you can have the document fill the width of the window, show a full page, or zoom in and out. By default, you can select text for cutting and pasting, but I couldn't copy and paste images. You can print the PDF as you would any Web page.

Chrome's PDF viewer not only does what its name implies, but also serves as a print preview feature. Unlike IE's print preview, Chrome's shows up in a tab rather than its own window. But you have to go through it to print: In IE, I can just click the printer icon to send a page to the printer if I don't want to fuss with settings. I could choose between color and B&W, portrait and landscape, and choose the target printer, or print to PDF.

An Advanced button got me into the printer's own settings dialog, but this dismissed the print preview, making me have to choose Print from the menu again. But Chrome didn't let me choose a zoom percentage for the printout as Firefox and IE did, nor did it let me turn page headers on and off or choose margin sizes in a Page Setup dialog as those two did. So Chrome's print preview is a decent start, but it's still a bit behind the competition.

Interface
Minimalism has been a hallmark of Chrome since its first beta release. Tabs are above everything, and the only row below them holds the combined search/address bar, or "Omnibox." Here you can type any part of an address or page title, and the most likely site candidates will be presented in a dropdown. Optionally you can display bookmark links in a row below this. And the control buttons on the top-right of the browser window have been reduced to the absolute minimum?just one.

Google has removed the Page icon and placed some of its functions under the wrench button. Some of the Page options have been combined into buttons on one line in the menu, such as Cut, Copy, and Paste. I like what Google's done with the Zoom choice on the menu, adding plus and minus buttons that save you from having to fly out another submenu.

Another theme in the Chrome interface is that everything looks like a Web page, displaying in the main browser window, rather than in separate dialog boxes. This includes the interfaces for History, Extensions, Bookmarks, and even Options.

Mac users haven't been overlooked in the interface department, either. The browser now supports OS X Lion's full screen view, along with overlay scrollbars that only appear when you're scrolling. Other more minor characteristics of the OS X "Aqua" style give Chrome on the Mac a more Mac-y appearance.

A geoengineering solution to climate change could lead to significant rainfall reduction in Europe and North America, a team of European scientists concludes. The researchers studied how models of the Earth in a warm, CO2?rich world respond to an artificial reduction in the amount of sunlight reaching the planet?s surface. The study is published today in Earth System Dynamics, an Open Access journal of the European Geosciences Union (EGU).

Tackling climate change by reducing the solar radiation reaching our planet using climate engineering, known also as geoengineering, could result in undesirable effects for the Earth and humankind. In particular, the work by the team of German, Norwegian, French, and UK scientists shows that disruption of global and regional rainfall patterns is likely in a geoengineered climate.

"Climate engineering cannot be seen as a substitute for a policy pathway of mitigating climate change through the reduction of greenhouse gas emissions," they conclude in the paper.

Geoengineering techniques to reduce the amount of solar radiation reaching the Earth's surface range from mimicking the effects of large volcanic eruptions by releasing sulphur dioxide into the atmosphere to deploying giant mirrors in space. Scientists have proposed these sunlight-reflecting solutions as last-ditch attempts to halt global warming.

But what would such an engineered climate be like?

To answer this question, the researchers studied how four Earth models respond to climate engineering under a specific scenario. This hypothetical scenario assumes a world with a CO2 concentration that is four times higher than preindustrial levels, but where the extra heat caused by such an increase is balanced by a reduction of radiation we receive from the Sun.

"A quadrupling of CO2 is at the upper end, but still in the range of what is considered possible at the end of the 21st century," says Hauke Schmidt, researcher at the Max Planck Institute for Meteorology in Germany and lead author of the paper.

Under the scenario studied, rainfall strongly decreases ? by about 15 percent (some 100 millimetres of rain per year) of preindustrial precipitation values ? in large areas of North America and northern Eurasia. Over central South America, all models show a decrease in rainfall that reaches more than 20 percent in parts of the Amazon region. Other tropical regions see similar changes, both negative and positive. Overall, global rainfall is reduced by about five percent on average in all four models studied.

"The impacts of these changes are yet to be addressed, but the main message is that the climate produced by geoengineering is different to any earlier climate even if the global mean temperature of an earlier climate might be reproduced," says Schmidt.

The authors note that the scenario studied is not intended to be realistic for a potential future application of climate engineering. But the experiment allows the researchers to clearly identify and compare basic responses of the Earth's climate to geoengineering, laying the groundwork for more detailed future studies.

"This study is the first clean comparison of different models following a strict simulation protocol, allowing us to estimate the robustness of the results. Additionally we are using the newest breed of climate models, the ones that will provide results for the Fifth IPCC [Intergovernmental Panel on Climate Change] Report," explains Schmidt.

Microsoft vehemently objected to Office for iPad rumors almost as soon as they first showed up, quashing hopes in the process -- or so we thought. The New York Times now contends that Redmond's PR might just have been exercising plausible deniability: sources for the newspaper assert that Office for iPad is still a reality and that the details, not the app itself, are in dispute. Most of the questions instead surround the launch day and price. A follow-up answer from Microsoft hasn't settled much other than to get the boilerplate no-comment remark, but we wouldn't be surprised if Google's acquisition of Quickoffice spurs a few discussions at Microsoft about tablet-native Office suites for more than just Windows 8.

Big Ten prefers plus-1 to 4-team playoff

(AP) ? Big Ten administrators would prefer a plus-one system over a four-team playoff to determine a national champion if the BCS can't be maintained in its current form.

Nebraska chancellor Harvey Perlman said conference presidents would choose to keep the current BCS system as is if there were a vote today. But he added change appears to be inevitable. In the plus-one format, the bowl games would be played, and then the top two teams would meet for the title.

"We think that in many respects, (the current system is) as good as you could do, with obviously some changes about automatic qualifying and perhaps how the top two teams are selected," he said. "But we're also realistic. That doesn't seem to be one that has gotten a lot of support, and that some movement is necessary."

Perlman spoke on a conference call with reporters Monday, a day after presidents and chancellors met at league headquarters in suburban Chicago. As the top conferences negotiate over a playoff system, the Big Ten is showing some flexibility, while remaining adamant that the bowls and its alliance with the Rose Bowl be preserved.

While it prefers the plus-one model, the conference seems willing to listen to proposals for a playoff system. Either way, commissioner Jim Delany acknowledged, the current poll-based system is flawed. A selection committee might be an option in picking the postseason teams, Delany said.

Three meetings this month could go a long way toward molding the playoff model, although Delany said discussions could stretch beyond that ? the BCS meeting June 13 in Chicago; the NCAA Division I Conference Commissioners Association on June 19-20 in Chicago; and the BCS Presidential Oversight Committee June 26 in Washington.

"The key issues are honoring champions, honoring strength of schedule, honoring teams and coaches that try to play good schedules and recognizing a team that plays an additional championship game versus one that doesn't has an additional obstacle of challenge," Delany said.

He has floated the idea in the past that top three conference champions and an at-large team make up the playoff field "as a way to think about who's in the event" but isn't married to that concept.

"We do feel strongly that champions ought to be honored," Perlman said. "There was little disagreement that the polls and certainly the computer polls are not sufficiently transparent. People don't respect them as much as they could. They can't take into account a variety of circumstances. I think we would feel comfortable with a selection committee, but even if you move to a selection committee, I think there are issues about what instructions they're under with regard to how they determine who the best four teams are. We didn't resolve that at this point."

The Big 12 and SEC say the top four teams ? not necessarily conference champions ? should be in a playoff field.

"I would agree. I think it should be the four best teams," Delany said. "I think the question is whether or not a computerized poll managed the way the one is today is an appropriate proxy for the four best teams. I totally agree we should have the four best teams."

He also believes winning a conference championship "should matter."

"That's the way we've been structured for 100 years," he said.

Delany reiterated the Big Ten would like to include the bowls in any postseason format, with the championship game being bid out either to a current site or cities that aren't necessarily bowl hosts. He also said the plus-one scenario remains on the table, and he mentioned the Rose Bowl when he was asked why the conference prefers that option.

"The Rose Bowl, I think, is one of the outstanding sports events, sports properties, sports brands in the world," he said. "I don't think that's an overstatement."

Delany also said there would still be "reasonable access" to championship opportunities for the Big Ten in a plus-one format even if the odds would seem to be better with a playoff.

"When you're working with groups of people, sometimes, you can't have your cake and eat it, too," Delany said. "That's what compromise is about. And you try to avoid demands. I would say one of the reasons we have a chance to come together is not everybody is trying to get their cake and eat it, too."

NOTES: Delany said he's no fan of mega conferences. Asked if he envisions a day where teams from four super conferences compete for a shot at the national championship, Delany he said, "I don't see that." He added: "I think what you'll see is some conferences grow. Some stay where they are. ... We had one 16-team conference ? it was the WAC. It didn't stand very long. We had another conference that went to 12 members and then had to add two to get back to 10. We've seen the Big East morph in a variety of ways. I think one of the most underrated qualities about any conference is its stability and the glue that holds it together." He said conferences that expand too much run into "possible dilution issues." ... Delany said it's not clear how much extra money would be generated by a playoff and probably won't be until after system is hashed out. "We have TV consultants, but they really cannot test the marketplace until they know what they're selling," he said. "And they won't know what they're selling until we reach closure on the model ? the who and the how. ... I think there's a general consensus in the industry that it's a good marketplace for college football."

Anna Betbeze's pigmented Flotaki carpets don't look like anything you have ever seen before. They kind of resemble a muppet carcass, or perhaps a tie-dyed towel that has been rotting since 1965, but they certainly don't look like your average museum piece.

The artist takes the already visually lush Greek rugs and proceeds to cut, tear, and burn away excess material. She then saturates them with acid dye, Manic Panic, beet juice, and other pigments before putting them in the washing machine and hitting the "on" switch. Afterward, she hangs them on nails, and the decaying rugs begin to sag and fold over time. Through this act of mutilating her rugs past the point of recognition, they become something else entirely. Her last exhibition was entitled "Moss Garden" and this one continues to channel imagery of mold, moss, foliage, fungus and rust. The carpet graveyard becomes a playground for color and texture to spawn and grow, resembling fuzzy coral wisps swaying under the sea.

The strange breed of sculpture has been compared to Robert Morris's work, whose felt sculptures similarly use gravity as a medium. In an interview with ARTINFO, Betbeze herself described these felt sculptures as among her favorite things. Others have mentioned Helen Frankenthaler, who stained pigment into raw canvas. But Betbeze's work stands out in its abused aesthetic; rather than a created work her works look like they have been beaten to a pulp. Underneath the bruises, fungus and rot, a new object is born. The works, which must be seen in person to fully grasped, are both attractive and repulsive, luscious and lonely.

Betbeze's new works will show at MASS MoCA until November 5, 2012.

My Journey to Weight Loss & Good Health | Skinny Ms.

At the age of 17, I had the first of many surgeries that would forever change my life. These surgeries required that I be bedridden and totally dependent on someone else for my well-being. This caused me to plummet into a deep depression and after gaining eighty pounds, a failed relationship, and a surgery every year until 2010, I had completely given up on my personal health. I no longer loved the person that I saw in the mirror. As a matter of fact, sometimes I wished I were dead.

The final straw came when I went to the store and purchased a scale, ?took it home and couldn?t believe the number that I saw. ?I was devastated! ?I cried and cried. ?At that point, I didn?t decide to do anything about my weight; I ignored it.

One day on the advice of a friend, I joined Pinterest and while browsing the boards, found Skinny Ms. Fitness. I saw workouts, inspirational quotes, and ideas for diets. I was thinking, ?Wow, Jen, you can do this?. ?It was at this point that I decided to go to my physician for a physical, personal advice and a diet plan. ?My blood pressure was low, 112/68, but when my physician called with my blood test results, she stated that I had visceral fat near my liver. I work in healthcare and I knew exactly what this meant. Visceral fat is very dangerous and she recommended that I lose 10 pounds in the next four months. Ever since that day, I follow Skinny Ms. Fitness very closely and watch what I eat. My physician placed me on a low-carb diet and I haven?t looked back since.

I work out every day and sometimes I want to give up, but giving up isn?t an option. I know that I may fail, but still, I press on. I will never give up on myself again.

Stop drinking sodas and other sugary drinks. Not only are they bad for your body, but they are also bad for your overall dental health.

Water, water, and water ? Water should be your ?go to? beverage. ? I personally like to add fresh lemon and limes to my water.

Do not starve yourself. ?Eating once per day is very unnatural and the human body can?t function this way. My doctor has me eating 3 meals and 3 snacks, but you have to find what ?works for you.

Cravings.? You are going to have them and DO NOT ignore them. If you like sweets, I?ve learned a low-carb trick. If you eat one serving of creamy peanut butter and add one serving of Cool Whip or plain Greek yogurt, it tastes sweet. ?You add a little Truvia or Stevia. If salty is your thing, try the mini Quaker Oats rice cakes or soy crisps.

Exercising is a must. I personally have a lot of weight to lose. I want to lose 62 more pounds, but I don?t want loose skin. By exercising, you are less likely to have loose skin. High intensity workouts are going to help you combat the loose skin and ?muffin tops?. ?Skinny Ms. Fat Blaster workouts are high intensity and excellent for burning fat.

I hope these tips help you and I pray that I?ve provided you with information that is helpful, but also inspirational. You can do this and WE can do this! No matter where you are and no matter what happens on your journey to being fit, remember this famous quote by Bruce Lee:?

Starting off the day bright and early, two very talented student teams stepped up to the stage to present their spa concepts ? one from Cornell and the other from University of Houston.

Cornell Presents Mente Spa and Studio

Mente Spa and Studio is designed for customers who are turned off by traditional gym experience. Of the people the team surveyed, it was found that a majority had a hard time maintaining health and fitness goals; 50% of people with gym memberships quit within 6 months; obstacles prevent them from being consistent with physical activity; they feel uncomfortable in the traditional gym environment; and they wish the gym was a place to relax and unwind, and not a place to dread to go after work.

?
The proposed concept aims to inspire and engage the mind, and offer a place where guests can regularly engage in learning and development and address the need for a place to exercise for those who need to relax. This will be done through providing clean, serene space, where guests can experience a variety of movement classes and intellectual classes, set goals to achieve with personal trainers, experience the serenity of the spa, and attend to mind, body and spirit.

The target market is highly educated women ages 35-54, and a secondary market includes highly educated men and women ages 55 and older and 28 and older. Mente would be located in yoga active suburbs with a population of 50,000 and a median household income of $75,000.

Design aspects would create a world that values art, ideas and imagination, and guests could browse music books and art in retail, sit by the fire and have tea. Social interaction is encouraged, or for those seeking solace, a meditation lounge is available, where people can listen to guided recordings.

A modified version of gastric bypass surgery is eliminating diabetes in its patients.

After 2 years of testing, 19 of 20 diabetic patients that have undergone the modified gastric bypass surgery no longer have diabetes.

First, let's look at basic anatomy of the upper digestive system. From the stomach, food first goes into the upper small intestine called the duodenum. This is the first 25 centimeters of the small intestine. The next 25 meters of the small intestine is called the jejunum.

In a normal bypass operation, the size of the stomach is reduced. In addition, the duodenum is bypassed, and food from the smaller stomach goes directly to the jejunum.

In the modified version of this operation, the stomach is untouched. But, the duodenum is bypassed just like in the normal bypass operation.

This modified version of the gastric bypass operation was developed by Dr. Francisco Rubino of the Weill Cornell Medical Center in New York. Dr. Rubino has been researching, since 1999, the possibility that gastric bypass surgery cures diabetes.

What is interesting about his findings is that these patients get cured of their diabetes long before experiencing weight loss. Something other than weight loss is curing these diabetic patients.

Due to his findings, Dr. Rubino has received approval to study experimental bypass surgery on diabetics with a healthy Body Mass Index or BMI. Normally, this type of surgery is only considered for diabetic patients with a BMI of 35 or higher.

Researchers at the University of Toronto are offering a possible explanation why the modified bypass operation is curing diabetes.

By bypassing the duodenum, the jejunum receives more nutrients than it normally gets. When this happens following the surgery, the jejunum tells the brain that it has too much sugar. In turn, the brain then tells the liver to stop making glucose. The net result is that blood sugar levels are reduced to normal levels, and no more diabetes.

Additional good news is that this surgery may also work with type-1 diabetes.

Of course, invasive surgery always comes with some risk. About 0.3% die within 30 days of the operation. And a small percentage of patients experience infections, leaking from the stomach into the abdominal cavity and gallstones. Also, there is less intestines to absorb nutrients, which may cause anemia and osteoporosis.

Each patients would have to weigh the risks with the possibility of curing their diabetes. However, we may have a way to cure a once incurable disease.

Five Favorite Films with Moonrise Kingdom's Jared Gilman

It's been quite the few weeks for Jared Gilman. Just 13 years old, the star of Wes Anderson's latest Moonrise Kingdom has recently returned from Cannes, where the movie opened the festival to great acclaim, and now finds himself on a press tour as the film is breaking limited release box-office records and drawing some of the best reviews of the director's career.

The praise for Moonrise Kingdom is in no small part due to the performances -- both screen debuts -- of Gilman and his co-star Kara Hayward, who play Sam and Suzy, two smitten and rebellious 12-year-olds who make a break from their families and set out on an adventure both magical and bittersweet. Bill Murray, Edward Norton, Tilda Swinton and Bruce Willis also star, alongside Anderson's signature style, of course, which has never been used to more precise emotional effect.

We sat down with Gilman recently for a chat about the film and working with Wes Anderson -- which sounds great and all, but what was even more impressive was that he learned how to tie his first tie from Bill Murray. Read on for more on that, but first, here are his five favorite films.


Moon
(Duncan Jones, 2009; 89% Tomatometer)

I just really loved Sam Rockwell's performance. I really liked the twist, and the overall story -- I didn't really get bored with it, concerning the plot. I really liked that.

Drive (Nicolas Winding Refn, 2011; 94% Tomatometer)

I really liked Drive because of the cinematography, and Ryan Gosling's performance. He was very quiet, and yet you kind of had an idea of what was going on through his head. That was all really great.

The Good, the Bad and the Ugly -- again, the tension that was built in some of the scenes was really great, how you didn't really need a lot of dialogue and stuff. I never really got bored of the movie, considering its length.

Have you seen For a Few Dollars More? That's my favorite of them.

I have not.

There's this great shootout choreographed to the chimes of a music box, it's fantastic.

Oh, I'll have to see that.

The Matrix

The Matrix, 'cause it's just like a real -- it's a great action movie.

Kick-Ass
(Matthew Vaughn, 2010; 76% Tomatometer)

Kick-Ass, again, just a great movie that I had a lot of fun with when I watched it.

Were you allowed to watch Kick-Ass? That came out like three years ago.

[Laughs.] I didn't watch it when it immediately came out; I had to wait.

Bankruptcy confirmation is a requirement of the U.S. Bankruptcy code that applies to debtors involved in Chapter 13. Often referred to as 'reorganization bankruptcy' Chapter 13 requires debtors to remit payments via the Trustee in effort to pay off delinquent debts.

The purpose of bankruptcy confirmation is to ensure Chapter 13 payments comply with new laws set forth in the Bankruptcy Abuse Prevention and Consumer Protection Act (BAPCPA). Once personal bankruptcy petitions are filed through the court, debtors are required to submit their proposed payment plan to the court for approval.

Petitioners attend a 341 creditor meeting which provides opportunity to meet face-to-face with creditors. Creditors can elect to reduce outstanding balances, remove penalties or late fees, or lower interest rates. Once debtors and creditors agree upon owed debt amounts they appear in court to present the debt refinance plan.

Once filed, debtors must begin remitting payments to the Trustee within 30 days. This must occur whether the payment plan is approved or not. Payments are remitted to the court on a monthly or bi-monthly schedule. Trustees distribute payments to creditors based on priority status.

Information provided to creditors during the 341 meeting is given under oath. If petitioners provide falsified information they can be subjected to criminal charges and have their bankruptcy petition dismissed.

One stipulation of BAPCPA is debtors must enter into credit counseling through an agency authorized through the U.S. Trustee. The cost of counseling is the responsibility of the Petitioner. In some instances, credit counseling allows debtors to avoid bankruptcy.

Credit counseling agencies are well-connected within the credit industry. Counselors can sometimes help debtors arrange suitable refinance plans without the need to file petition. Debtors are allowed to obtain counseling up to 180 days prior to filing their petition.

Those who find it necessary to move forward with personal bankruptcy must obtain a certificate of completion which is presented to the court before approval is granted.

While individuals are allowed to file bankruptcy without legal counsel, few can comply with BAPCPA guidelines without a lawyer. BAPCPA requires attorneys to provide a letter of certification which declares all information provided is truthful and that bankruptcy is required in order for Petitioners' to obtain debt relief.

Due to this stipulation, lawyers verify information provided as they could be faced with fines if it is later discovered a Petitioner was untruthful. This has led to increased legal fees and made it more challenging to locate bankruptcy attorneys.

Under BAPCPA, debtors are required to repay a portion of their debt under Chapter 13 unless they earn less income than their states' median income level. Debtors undergo the 'means' test to determine how much outstanding debt will be repaid.

When income is greater than state median income a debt reorganization plan is developed and confirmed under Chapter 13. When income is less than state levels, debtors might be allowed to file Chapter 7 and have outstanding debts discharged.

Chapter 13 payment plans cannot exceed 5 years in duration. During the repayment phase, debtors are not allowed to incur new debt unless they obtain court approval. When debtors do not comply with payment plans, creditors can request the petition be dismissed. If this occurs, debtors fail out of bankruptcy and no longer have court protection against creditors.

Bankruptcy confirmation can be beneficial in certain situations. However, debtors should seek out bankruptcy alternatives such as debt consolidation or debt settlement before filing a petition. Alternatives can oftentimes provide the same result without the long-term financial consequences associated with Chapters 7 and 13.
